Time line ticking!

VNA Land Use Committee Members:

We need to move the VNA Land Use Committee meeting up one week to Wednesday, August 30th due to the following turn of events --

As a representative of the Vernon Neighborhood Association Land Use Committee, today I received the formal Neighborhood Contact Requirement letter from the developer of the NE 20th/Alberta property.

We now have 14 days from the date of the receipt of the letter (August 23) to respond in writing, and 45 days from that same date to meet with the applicant/developer. Portland City Planner Justin Fallon Dollard clarified this timeline for me.

Our next scheduled meeting (Sept 6) falls at the very end of the 14-day period.

Given this turn of events, I am suggesting that we move the meeting date of the Land Use Committee up by one week to Wednesday, August 30th, at 7 p.m. We can host at 4823 NE 20th.

The main agenda of the meeting will be to decide when and how we meet with the developer, which should be the subject of our response letter.

Please communicate this new meeting date to any other VNA Land Use Committee members, Vernon Association Committee members or any residents or business owners in the Vernon neighborhood, all of whom have a stake in property development and planning.

Minutes for the Land Use Committee
of the Vernon Neighborhood Association

August 17, 2006

Present: Gail Meredith (Co-chair), Katherine Krajnak, Larry Holmes, John Fall (Co-Chair), Ron Stallinger, Dean Kessler

1) Meeting with 20th/Alberta condo developer -- Gail to follow-up with city planner Justin Dollard re status of permit application, any possible dates for approval and comment period, and any knowledge Mr. Dollard may have of the property developer.

2) Planning for neighborhood review -- The committee elected Gail and Katherine to represent it on the August 29th tour of Vernon and adjoining neighborhoods. The goal of the tour is to identify good and bad infill in the area and to suggest improvements to Debbie Bischoff, the senior Portland city planner for Inner Northeast. Ms. Bischoff is the tour guest and will be all ears about the good, the bad and the ugly in our neighborhood.

Any Vernon neighborhood residents, property owners and business owners who have examples of good developments/urban design in Vernon or bad developments/urban design in Vernon should email them to Larry (cc Gail and Katherine if you like). Larry will collect and list the ideas and comments for Gail and Katherine to use on the tour. SEND THEM YOUR IDEAS/COMMENTS by FRIDAY AUGUST 25th.

3) As the committee had not yet formally elected a chairperson, the question was open to the floor. It was agreed that co-chairs should be selected. Gail and John were nominated and approved as co-chairs.

4) Katherine suggested that the Land Use Committee announce, promote, organize and conduct a workshop for interested Vernon residents and business owners regarding the community design along the Alberta Street corridor. The proposed workshop would be brief ( 1.5 to 2 hours) and be held twice to allow the maximum number of people to attend.

One goal of the workshop is to have people come together to discuss what is seen as essential to the design of Alberta Street. Katherine has experience with this workshop format.

The committee approved the idea. The workshops will ideally be convened in the next 4 to 6 weeks at Enterbeing.

5) Gail is to write a draft letter to the mayor and city council members regarding a need for long range planning along Alberta. The draft will be circulated to the committee for comment, and forwarded to the VNA for comment and approval.

6) Katherine suggested contacting PSU Urban Planning Department about making Alberta Street corridor the subject of its next Winter/Spring planning workshop. This would entail having planning students study the issues surrounding urban planning along the corridor. The students end with a comprehensive report of developing community issues that can be used by city planners when considering future development.

7) The next Vernon Neighborhood Land Use Committee meeting will take place
