Pedestrian Networking Group

WHAT: Quarterly informal networking sessions with pedestrian activists
and walking enthusiasts.

WHY: The purpose of these gatherings is for those interested in
pedestrian issues to get together to share information and ideas, ask
questions, and strengthen Portland's walking community.

WHERE: Broadway Conference Room on the 9th floor of the Portland

A cob bench is to be built under the protection of the shelter shown in the attached picture. This arrangement will also provide an information kiosk and a built in chessboard. It is also our hope to put in planters on either side. The outcome will be a universal meeting spot. It is designed to be a "watering hole" for Alberta Street, as it is centrally located in the "heart" of Alberta Arts. We want to create a useable landmark at the intersection of 19th and Alberta. We wish to involve the Vernon Elementary School and we will give a presentation about this proposed project (scheduled December 6th). The children will be given a diagram of the intersection (to scale) to create a design to eventually be painted on 19th, on either side of the Alberta corridor.
The Vernon Neighborhood Association has a dedicated Committee that is working with the local merchants and looking to eventually include a mural for the east wall of Trade Up Music across from the cob bench aforementioned structure. There is also the hope that we will work with the property owner of the auto repair across from that same intersection to put in a 6 foot high "good neighbor" fence at the SE corner of Alberta and 19th to improve the general esthetics of this intersection.
We want to create an increase in the sense of partnership through participation in this particular intersection and to create a focal point for the Alberta Arts area. We wish to show that there is a community effort for a Community Vision of our entire street. We hope to create a process of including the art of some different cultures to help to create the unity in diversity that our neighborhood is in need of. We also hope to connect the "dots" by giving people a place to meet and converse. A place to rest and enjoy the mural, etc.
We have a number of organizations involved in this project. Redeemer Lutheran Church will have a month long art showing of the art submitted by the children of Vernon Elementary School at Enterbeing on the corner of 16th and Alberta. A representative from the Alberta Arts will be a consultant. Local merchants and churches are being contacted to contribute their ideas and resources. We are also signing up with the Village Building Convergence who help with volunteers and needed permits.
We will have additional resources by working with Village Building Convergence and City Repair. We are contacting the Regional Arts Council about a mural. We are hoping to find support with the local businesses for trash pick-up.
The Chair (Lindy Cicada) and Secretary (Oma Richmond) of the Vernon Neighborhood Association live at 4816 NE 19th avenue. They have a video production company, Worldwind Enterprises. Their company has won a number of awards at film festivals for the work they have done with non-profits. This community project will be documented and edited to a short DVD that demonstrates the process and public response. This will be presented to the coalition and our local Community Television station to air. We plan to engage Rene Mitchel or Steve Dunn of the Oregonian to give us some coverage about this exciting project while at the same time indicating that much of the funding for this project came from the Portland Neighborhood Grants Program.

COMMISSIONER SAM ADAMS HOSTS NEIGBORHOOD TOWN HALLS
ON THE DEPARTMENT OF TRANSPORTATION
BUREAU OF ENVIRONMENTAL SERVICES, REGIONAL ARTS COUNCIL BUDGETS

Please join Commissioner Sam Adams, Sue Keil, Director of Portland Department of Transportation (PDOT), Dean Marriott, Director of Bureau of Environmental Services (BES) and staff from the Regional Arts Council (RAC) for a Town Hall discussion on the bureaus’ 2007-2008 budgets. ‘ Sam is interested in your ideas in developing his bureaus’ budgets, consequently he is holding a town halls located in each of the seven neighborhood coalition districts. Each Town Hall will include neighborhood specific improvements and projects. Commissioner Adams will highlight how projects are selected and the criteria used to prioritize expenditures. The Commissioner and Directors welcome your ideas on how to spend our City’s dollars.

Both BES and PDOT involve Budget Advisory Committees (BAC) in the development of the bureau budgets. The BACs scrutinize the budgets through a process, started in November 2006, ensuring the city provides services the people of Portland require. Commissioner Adams and Directors Keil and Marriott, will present a comprehensive view of the City of Portland budget, as well as an opportunity to learn local perspectives on needed improvements. RAC will highlight their successes and share their plans for the future.

Asked about ride alongs, she suggested to go to the Precinct and fill out a form. It’s easy and encouraged.

7:10 Muriel and treasurer’s report, grant report and Redeemer Development
The VNA has $307.19 in bank.
Muriel also reported that the Redeemer church is selling their property to a company called Host that will build green and create a condo’s for first time owners.
Muriel also reported on our grant progress for plans for a Cob bench covered by a roof with kiosk. There is a (informal) committee of Mark, Muriel, Lindy, Larry and Oma and contacts have been made to the property owners on the 4 corners of 19th and Alberta to meet and discuss this plan. Mark is working with Vernon Elementary School about submitting plans to paint the intersection (on 19th only) and discussion is underway with Trade Up Music about a mural on their wall. We are looking into the possibility of getting a fence put up along the corner where the Auto Mechanic business is.

7:30 Rhybon Mayfield of Leo Ni Leo Program
Provides quality and culturally responsive mental health and addiction services. They provide drug and mental health treatment services to African American males ages 12-19. 33rd and Webster is the location. Only program in the nation that has a program that addresses the gambling problem (video poker) that is very addictive. There is a residential part of the program for Afro American adolesants. But they serve all people.

20th and Alberta development, as of two months from today to address if they
will resubmit plans, as the city responded that they didn’t meet the guidelines,
that the present design doesn’t interact with the neighborhood, and also said it was more
appropriate for Gresham. We are now waiting for the developer to decide that
the next move is. This is a very good sign form the city. In essence it sounds like
the building could only be as high as the house behind them or continue with
Design Review. All in all it is back to the drawing board for Saj!

Commercial node on Killingsworth has been neglected and has non-conforming issues in zoning, and infill. Since last month the merchants have organized a Killingsworth business association. They are writing a letter asking for staff to look at specific issues.
Debbie Bishoff suggested we ask to look at the entire plan of NE coalition of Neighborhoods. There is hope that a staff person will work on it with the new year’s budget. We are not wanting the Killingsworth area to get lost in the bigger picture and we hope to continue to be the “squeaky wheel”
